ImageAs increasing rents, luxury co-ops and condominiums continue to pave the way for gentrification in East Harlem, many poor and working-class residents continue to struggle with basic needs this winter -- like heat and hot water. In 2005, close to 125,000 heat and hot water complaints were placed with Housing Preservation and Development (HPD) in New York.
